Purpose of the CNAPS program:
The primary purpose of the Cisco Networking Academies for Public Service (CNAPS) Program is to bring together the skills, perspectives and resources of the private sector (represented by Cisco), the non-profit sector (represented by PH International and local partners), and the public sector (represented by local employment offices and regional administrations) to promote/develop a culture of public service among Information Technology (IT) professionals while ensuring concrete assistance to local institutions providing valued public services and increasing the level of expertise in IT among young professionals.

CNAPS objectives are:
- To integrate a sense of public service with the development of professional skills in Information Technology, while
- Making concrete contributions to the ability of local non-governmental associations and government offices providing local services by using IT as a tool in achieving their goals.
- To apply new IT skills and civic commitment to local non-governmental associations and governmental offices through action projects to advance economic, social and organizational goals.

Direct beneficiaries:
- local public service organizations, that will gain increased Information and Communication Technology (ICT) capabilities as a result of the applied practice Academy participants undertake as part of the CNAPS training as well as a better understanding of how to access and manage volunteer effort more productively;
- participants attending Academies in ten localities over the two year program, who will gain advanced and applied skills in networking that will increase their employability;
- ICT-training centers, which will gain the ability to expand their services to customers by providing access to Cisco’s Networking Academy training resources.

Indirect beneficiaries include the clients of the public service institutions participating in the program, future participants in the continuing CNAPS Academies, and the public service institutions that CNAPS graduates volunteer with after completing the program and throughout their careers.

Partners in the program:
- PH International (contributing technical expertise in project management, contracts management, volunteer programs, establishment of IT Training facilities, and its extensive network of public and private public service providers in Russia),
- Cisco Networking Academies program (contributing curriculum content and learning tools, instructor training and professional development, Academy operational support and equipment and certification exam discounts), regional IT centers that establish CNAPS Academies and provide the infrastructure in which training will take place, and local public service institutions, which provide locations for practical experience and the development of volunteer practices among CNAPS participants.

Key activities:
1) Supplementing the core Networking Academy units and materials with additional practical exercises. The content will focus on the variety of public service institutions students will pair with as part of their studies, as well as the IT project they will undertake in those institutions prior to graduation from the program.
Additional components will address the need for IT in public service to take a leading role assisting organizations to integrate IT into their capacity building and development. This will manifest itself in consulting and planning addendums to the baseline course. 2) Training of local CNAPS teachers will ensure that the needs, interests and focus of each Academy reflects local interests and opportunities.
3) Launching of ten CNAPS academies, located across Russia, and recruitment of students. The Networking Academies require a minimum level of technological infrastructure in order for students to access the range of distance learning used in the Academy. Where possible, CNAPS academies will be established in cooperation with internet access sites that already have this infrastructure (such as the Microsoft funded IDEA or Intel funded ITeach Centers PH has helped established, universities, or business centers), where these groups opt to expand their services to include CNAPS academies.
4) Providing technical assistance to CNAPS academies for the development of business plans that ensure sustainability of the academies. PH and Cisco managers will work with the organizations hosting CNAPS academies to ensure that the program has a solid business plan in place.
5) Recruiting local organizations, associations, initiative groups or local government offices in each region, working for the public good, which are interested in having a student work with them to expand their IT and networking capacities. Alternately, these groups may apply to have one of their staff or members attend the CNAPS academy. Students accepted into the program will be paired with a local organization that will serve as the basis for their practical exercises and final project.
6) Offering a small grants competition to which organizations participating in the program can apply to increase their technology infrastructure to better take advantage of the services the student will be able to provide as he/she passes through the CNAPS program. Matching resources will be required from grant recipients.
7) Establishing concrete goals for student final projects with the partner institution. In order to obtain their final certification, students will be required to work with their partner institution to identify a specific project that utilizes the new skills they gain in each Networking Academy course, determine specific parameters for the product to be achieved, and how success will be measured. The degree to which the student is able to achieve this goal to the satisfaction of the partner institution will be factored into the final assessment of the student’s success in passing that unit.
8) Establishment of CNAPS website to connect information, experience, resources, success stories, media coverage, etc. The website would also serve as a Russian language location for potential participants to gather information about the program and how participants have benefited.

Expected results:
- CNAPS academies operational in 10 cities, providing training that combines the development of professional skills in IT Networking with public service to local agencies and organizations contributing to the public good;
- At least 600 students achieve Cisco project certification in Networking courses;
- 300 local institutions contributing to social and economic development improve capacities in IT as a result of the free services provided by CNAPS participants, as part of their training;
- 700 new networks and network-assisted processed created by CNAPS volunteers in institutions providing a public service.

Duration of activity:
The program is a two year effort, designed to establish the public service approach as part of the Networking Academies approach and to create a strong foundation of experience that encourages future Academy participants and local institutions to continue to participate in the future.
